Our conference will begin with the Atlantic Canada Outlook. Dr. Michael Foster is Atlantic Canada's leading economic forecaster. Backed by one of the Country's most sophisticated models of the provincial economy Mike will:
  • Show how the new economy is replacing the old economy in Atlantic Canada.
  • Provide the expected fiscal environment and discuss pending policy issues.

Come hear the great policy debate! Are transfer payments a positive or negative force in Atlantic Canada? Fred McMahon's recent monograph "Look A Gift Horse in the Mouth" has resulted in a significant controversy on the role of transfer payments in contributing to the economic health of the regional economy. We have put together a list of leading experts to examine this issue:
  • Mr. Fred McMahon, Senior Policy Analyst, AIMS, will present his controversial findings.
  • Dr. Mike Bradfield, Economic Professor, Dalhousie University will present his recent research in this area.
  • The session will then be open for discussion by audience members.
  • We will conclude this policy discussion with Mr. Fred Morley, President of the Atlantic Association of Applied Economists and Senior Policy Analyst with the N.S. Economic Renewal Agency who will discuss the current role of subsidies in the Province's regional development strategy.
During our lunch break we will hear one of Canada's most knowledgeable economists provide an economic outlook for the Canadian economy. Dr. Leo de Bever is President, Canadian Association of Business Economists and currently Chief Economist with the Ontario Teachers Pension Fund.

Our conference will conclude on a high note! Dr. Harvey Johnstone, Business Professor, UCCB has recently completed his doctoral work on success factors for business growth. Drawing on a rich United Kingdom data base, Dr. Johnstone will share his research findings with us.
