Agreed...too many provinces and states continue to have these
inappropriate laws on the books.

Sort of...while the Monarch is extremely unlikely to go extinct
(since it now occurs in many locations around the world, including a
number of tropical non-migratory populations), the eastern North
American migratory population that we see here in eastern Canada IS
in danger of extirpation. The over-wintering grounds in Mexico, only
about 130 sq km (50 sq mi) in area, give a whole new meaning to
"having all of one's eggs in one basket" -- one prolonged winter
storm may be able to eradicate the entire eastern population. And
ongoing climatic perturbations (and other problems like noxious weed
acts, roadside cutting regimes, pesticide/herbicide use, etc., etc.
,etc.) continue to imperil their Canadian and northern US breeding
grounds (thus affecting how many "eggs" are in the Mexican "basket").
I wouldn't exactly call this "as far removed from demise as it's
possible to be..."
