I had someone report Golden Eagles to me recently as well. He also used
"big" as a characteristic, as have other people who report Goldens on this
list.

1. Size is not the best field mark for identifying birds. For example, who
uses size to identify a crow versus a raven which is flying above you?
"Proportions" is different, but overall size is not one of the better marks.
Don't get me wrong, it "can" help, but it isn't great.

2. There is so much overlap in sizes between the two eagles that I think
size is a useless field mark. Here are the data from my most recent National
Geographic FG:

Overall length:

  Golden - 76 - 102 cm
      Bald - 79 - 94 cm

So yes, a Golden "can" be bigger, by as much as eight centimetres, but who's
going to judge 8 cm when the whole bird is ~ 100 cm, especially if it's not
up close and personal to you?

Wing span:

  Golden - 203 - 224 cm
      Bald - 178 - 229 cm

On average, the golden is bigger; but the larger wingspan actually belongs
to the bald.

To distinguish the two eagles, colouration is important (and seeing the
golden shimmer is not easy). Habitat - if the bird's near water, I'd be
suspicious...it's certainly not definitive, but here in NS...given the odds,
an immature bald is the likelier candidate. Balds tend to have larger
heads/beaks, which proportional to the rest of the bird, can be used (this
is one field mark I use to distinguish even moderately distant ravens from
crows). I'm sure others can contribute other field marks to help distinguish
the two.
