Great Horned Owls do come into semi-urban areas. In the past they have
nested more or less directly beside paved roads in two rural locations
I recall, in Kings Co. They do get out of the deep woods.

Regarding Red-tailed Hawks, I saw one eating a Crow one winter,
immediately beside Route 1 at the KenWo Golf Club, where it is always
busy with traffic.
