I would say you're absolutely right. That's a pretty significant wing droop=
, and it seems to be unusually approachable (I would not expect a healthy j=
aeger to close its eyes with a human close enough for pictures). An injury =
probably explains why it's on land instead of out on the ocean where it bel=

well. I believe the bird is injured. It can fly but it has a drooping left =
wing. This is especially evident when it walks; the primary tips dragging o=
