Hi James,

Thanks for sending the photos. Fortunately this was easy for me to  
identify, since it's not mold or fungi but in fact an insect! :->

These are woolly alder aphids (Prociphilus tessellatus Fitch, 1851).

If you scrape away some of the white, cottony flocculant material on  
the surface you will see the aphids within.
