While Face Book pages are not "public" you need only join and never post anything on your own Face Book page to have access.  Setting up an account only requires limited information and an email address.  If you are uncomfortable giving your usual email address set up a new email account with one of the online free ones.  Again you do not need to actually use it for anything other than Face Book.

People need to only use a little common sense in what they post on Face Book and who they accept as "Friends" to be safe on Face Book.
