This is a female pelecinid wasp, _Pelecinus polyturator_.  The young feed
on larval scarab beetles (oftern June beetles).  The long abdomen assists
the female in putting an egg in ground dwelling June beetle larvae.

There is only one species in North America and virtually all individuals
are female.
