Yup, it's the male Peregrine Falcon.  It has been around for the past week. 
Saw it twice, once on a ledge of the Centennial Blg of Victoria General 
Hospital   The other time was on the top of the Professional building...

about 12 noon, not so clear of peregrine falcon (?) on Tupper Bldg
