So it seems the pic was captured by someone from the NS Bird Society. ( I do have his name, I'm just keeping it private )

Here are directions:
..."This unprecedented (?) vagrant is still around and there are birders on site. If you head down to Lawrencetown Beach main parking lot (the one with the roofed map and boardwalk), as you approach from the Dartmouth end there are orange gates to the parking lot. Directly across the road (old railway track side) and just down an embankment off the road, is a deer carcass (roadkill probably) on which it is feeding and to which it seems to be returning. The crows are harassing it and if it takes off it seems to go across the smaller pond to the Left of the railway tracks trail and into the top pf the trees there. Start at the carcass but listen for the crows and watch for the white head shining in the tree tops. Good luck!".....
