If a rarity record is reviewed, and lacks documentation, it is removed from the public database, though is still accessible to the person who submitted the data. And, indeed, many birders use eBird to keep track of their life lists, usually in a format that is not useful for the database (such as not including numbers of birds seen, or using vague or inaccurate locations).
