Under Section 2 of the Migratory Birds Regulations, of which the
enabling act is Migratory Bird Convention Act, it states that the
definition of "hunt" is as follows:

the trail of, lie in wait for, or attempt in any manner to capture,
kill, injure or harass a migratory bird, whether or not the migratory

The underlining is my own addition. So, I guess, as a hunter you
may legally harass all the birds you like during the hunting season.
The opening of duck hunting season is slightly staggered for various
species, but generally everything is open season from October 22 to
January 15.
I find it SHOCKING to learn that the there exists a bag limit of 1
for Barrow's Goldeneye, but I believe this is because it is listed as a
'Species of Special Concern' pursuant the federal Species at Risk Act
and NOT 'Threatened', 'Endangered', or 'Extirpated'
Section 32 of this act states:
* (1) No person shall kill, harm, harass, capture or take an
individual of a wildlife species that is listed as an extirpated
species, an endangered species or a threatened species.
* (2)=C2=A0No person shall possess, collect, buy, sell or trade an
individual of a wildlife species that is listed as an extirpated
species, an endangered species or a threatened species, or any part or
derivative of such an individual.
