Just getting cosy for winter I would guess. Both Squirrel and Mice/Voles use 
the inner bark of dead Poplar for nest insulation. It peels off in paper 
thin strips. I have also seen Squirrel in the fall tearing off strips of 
inner bark from dead shrubs in the yard (not sure now if this was Lilac, 
Honeysuckle or both) and scampering away on the dead run to return moments 
later on the dead run.
