I lived in Scotland from the time of my birth until 1967 and have
returned there frequently ever since. I have never come across "Tartan
Day" in Scotland. In 1992 or 93, wondering if I had missed hearing about
something the Scottish Tourist Board had dreamed up in recent years, I
enquired widely by Internet and otherwise about this Tartan Day thing.
No-one in Scotland had ever come across it. One of my contacts got in
touch with the Tartan Society and they also confirmed the non-existence
of "Tartan Day" in Scotland.

The whole thing is really very weird.
