Hi Ed

The Webmaster role is a delegation of authority from the Board.  Whereas the 
CCN Editor Policy states "Contentious points will be discussed, however, the 
final decision rests with the Board of Directors.", it does not provide for a 
mechanism for immediate or timely decisions. The Board has created the position 
to rectify this shortcoming.

Shortly after  my appointment, the Editor-in-Chief sent an e-mail requesting 
permission to make some changes to the editors page.  My response was that the 
CCN Editor Policy is still in place, that there were no changes to procedures 
already in place.

Implementation of the new web page template had created a situation where 
contentious points did arise. To maintain a schedule of changes became 
difficult because the Board only meets every three weeks.  The Webmaster role 
provides for immediate decisions. The Webmaster web page and discussion list, 
in part, provides the forum to resolve contentious issues.

The new web design is an initiative of the Executive Director. While CCN 
editors, the IP Committee, and others have been involved, there is no formal 
project team, or project site.  I intend to use the Webmaster page as a 
resource for this project. It is hoped that complete disclosure of project 
plans, progress, resources, etc.   will eleviate concerns and allow for 
feedback, and consultation in a more formal setting.

The CCN Editors (under the Editor-In-Chief) decide issues of style and content 
for CCN Pages. These include CCN standard button bars, visual logos, general 
organization and style of pages, etc.

Some policy is set in common

Some is left to individual CCN Editor areas.

This is a dynamic and ever growing sphere. CCN Editors must keep up-to-date 
with current discussions and decisions.
In the larger sphere, this editorial policy must dovetail with general CCN-IP 
and Board of Directors policies on the general nature of the Chebucto Community 
Net. Contentious points will be discussed, however, the final decision rests 
with the Board of Directors.

The same is true of the CCN Editors group. Decisions are reached by consensus, 
with the final word being that of the Editor-in-Chief.
