I would caution against implementation until we get some feedback from the
editors.  The Tech people may also be able to provide a more sophisticated
technical solution.

Example:  an 'options' function could be part of the template allowing users
to
set their own colour. Techniques such as 'persistance' permit variables to
be
passed between internet pages (available in IE5). Parameters can be attached
to
URL's  (www...../index.htm?vlink=#FFFFFF).
