Though this approach appears desperate, I would advise that whatever questions you intend to verify as regards this proposal will be very welcome as a clearer understanding on both sides means a successful transaction which is our ultimate goal. My name is Mr. Daniel Chisano, Chief Credit Officer (CCO) Standard Chartered Bank Bulawayo, ZIMBABWE. On December 6, 1999, a foreign consultant/contractor with the ZIMBABWE Electoral Commission, Mr. Thierry COSBAN, made a numbered time (Fixed) Deposit for twelve calendar months, of US$30,000,000.00, (Thirty Million, United States Dollars) in my branch at an interest rate of 21% per annum. Upon maturity, my bank sent a routine notification to his forwarding address but got no reply. After a month the board of my bank sent a reminder and finally we discovered from his contract employers, the ZIMBABWE Electoral Commission, that Mr. Cosban died from an automobile accident. As the Chief Credit Officer of the bank I started my own discrete investigations and found out that in Mr. Cosban’s official documents with my bank a next of kin or relation was not affirmed, carrying on with further inquiries I discovered he died without writing a WILL. Due to this circumstance the board of my bank regarding the funds as sundry funds decided that it should be escrowed pending the outcome of investigation into the next of kin issue. From past experiences, I know that no one will ever come forward to claim the deceased funds. According to ZIMBABWEAN Law, at the expiration of 5 (five) years, the funds will be Unclaimed and revert to the ownership of the ZIMBABWE Government if nobody applies to claim the fund. In other to avert this negative development, I in conjunction with a colleague (the Chief Operating Officer in the bank) now seek your permission to allow us through our attorney do a backdated WILL, that will reflect your name as the beneficiary of stated funds, so that the funds (US$30million) would be released to you as the new owner (on behalf of me and my colleague). We are writing you because, as public servants, we cannot operate a foreign account without the supervision of my bank or have an account that is more than Zw$1,000,000.00 locally and the fact that the original owner of the funds is a Foreigner. Consequently, Once the WILL is completed and sent to you, we would then proceed to introduce you to an international attorney of repute in my country, who will assist you to ensure that the WILL is accepted to probate and that my bank recognizes you as the beneficiary to the funds based on the strength of the WILL. Once this is done my bank would then issue a re-assignment of credit, which henceforth gives credence to the legitimacy of your claims to the funds. Note that the international attorney that we would recommend does and will not know the true nature of this transaction. For us to prepare the WILL, I would like you to provide immediately your FULL NAMES/FULL CONTACT ADDRESS/PHONE/FAX NUMBERS/ RELIGION/AGE. Be rest assured that once the above mentioned information is supplied my attorney shall immediately prepare the backdated WILL, risk free percentage is 100% for my attorney will prepare the FINAL WILL AND TESTAMENT OF THIERRY COSBAN which will enable you file claims to the funds through the international attorney we would recommend to you. When the funds are finally transferred into your account it shall be shared in the ratio of 75% for us and 25% for you. If you are interested, please reply immediately via my email address. Upon your response, I shall then provide you with more details and further direction that will assist our understanding for a successful completion of this transaction. No doubt this proposal could make you apprehensive, however we entreat you to observe utmost confidentiality and be rest assured that this transaction would be most profitable for both of us because we shall require your assistance to invest our share in your country (PLEASE NOTE THAT YOUR ADVICE IN THIS REGARD WILL BE VERY NECESSARY) This is why your urgent action and response is of priority to enable us conclude this transaction in a timely and professional manner. Awaiting your urgent reply via my email. Thanks and regards. Mr. Daniel Chisano.
