Andrew,
     Just so that you know I have looked in on this:

I phoned and we had a discussion to try to track this down.   I think it =
is
old imapd processes hanging around stopping new ones being spawned.

Malcolm is going to see if killing them off fixes the problem for a =
while,
and if so I am going to conclude that it is a correct diagnosis.

If I have it correct, temporarily we are going to try out just killing =
off the old processes periodically
until I can get the new mail server going.
