The argument fails to take into consideration the fact the fact that
the U. N. is unable to respond to such international atrocities because of
veto power of the five permanent members. As Dyer and Broadbent
indicated (When interviewed by Pamela Wallin on CBC Newsworld April 14) the
world seems to be drifting towards the application of
international law as the only method of dealing with such internal
conflicts. However, if the International Criminal court or
Tribunal was utilized to indict a leader or leaders of the warring
factions as War Criminals , there would still have to be a force to
implement the order.
Reform of the U.N.
(particularly the veto power of the permanent members) The creation of
an International Police Force is undoubtedly the answer.
