Subject: European Appointments


    The appointment of Javier Solana to the European Union as chief of =
foreign and security policy, and his replacement as Secretary-General of =
NATO by George Robertson, might be good news for Canada.  Together, they =
could assert the primacy of the 56-member OSCE as the European regional =
collective security organization.  They could make Europe self-reliant =
in defence, reducing or eliminating dependence on the U.S. and NATO.  =
With Russia, they could make Europe a zone of peace based on the =
principles of the Helsinki Final Act.  Were they to do so they could =
erase the lingering vestiges of Hitler's malign legacy.  Best of all, it =
should never again be necessary for Canadians and Americans to die in =
European wars.
    As a member of both the OSCE and NATO, Canada is in a strong =
position to press for common security from the Atlantic to the Urals.  =
Let's consign military alliances and collective defence to the bad old =
days of history.
