The CEC is an international body created by the North American Agreement

on
Environmental Cooperation (NAAEC), also known as the environmental side
agreement to the North American Free Trade Agreement (NAFTA).  Articles
14
and 15 of the NAAEC create a citizen submissions process.  Citizens may
file submissions in which they allege that one of the three signatory
countries is failing to enforce its environmental laws effectively
(Canada,
Mexico, and the United States are the Parties to this Agreement).  A
newly
created unit at the CEC considers these submissions and, in some cases,
may
develop a factual record.  The unit considers a variety of technical,
scientific, and other information in completing its work. The CEC's home

page <http://www.cec.org> provides a more detailed summary of the
citizen
submissions process and also contains a copy of the governing Agreement.

Parties interested in serving as consultants to the CEC unit responsible

for administering the Article 14/15 process should provide a "statement
of
interest" by November 15, 1998 to David L. Markell, Head, Submissions on

Enforcement Matters Unit, Commission for Environmental Cooperation, 393
rue
St-Jacques ouest, Bureau 200, Montreal, Quebec H2Y 1N9.  Please include
the
following information in your statement of interest: 1) in which
country(ies) (U.S., Mexico, Canada) you possess the expertise necessary
to
serve as a consultant, 2) curriculum vitae for key individuals who would

be
involved in such work, 3) a brief statement which establishes your
expertise to serve as a consultant (please discuss in this statement
whether you are fluent in Spanish, English and/or French), and 4) the
anticipated billing rate (in U.S. dollars) for key members of your
organization.

Please be aware that because of possible conflict of interest concerns
we
are not in a position to retain consultants who have represented, are
representing, or intend to represent in the future, a Party or a
submitter
of an Article 14/15 submission.
