These are three of the seventeen major findings of the ISS (Institute of
Social Studies in The Hague) research of the fifteen year community
development and community management programme of UNCHS (Habitat) in
Bolivia, Sri Lanka, Zambia, Ecuador, Uganda, Ghana and Costa Rica.

Along with lessons learned and recommendations, these findings are
explained, the research methods summarized, and the implications for
further programmes are included in a new report, available on the Seattle
