An update on the Pesticide By-law from the Sierra Club of Canada 
(Elizabeth May and Nadia Stuewer)

At Tuesday’s Halifax Regional Municipality (HRM) Council meeting it 
was decided to adopt the following by-law on pesticide phase-out.  This 
version is based on the majority Committee report.

Years 1 & 2
-pesticide ban within 100m of properties where individuals registered 
with HRM who have medical documentation of risk; within 100m of 
schools and day-cares; and on municipal property
-advance notice of pesticide use provided for those registering without 
medical documentation
-posting of signs at parks and playgrounds when pesticides are used 
within 100m
-discourage use of solid-phase or timed-release products

Year3
-pesticide ban within 100 m of parks, senior citizen residences, 
universities, churches, hospitals, drinking water wells, waterways, and 
property of any citizen who requests it, and near bust stops, mailboxes or 
post offices
-banning of bark mulches treated with pesticides

Year 4
-complete ban on cosmetic pesticide use in HRM

The next steps are the First and Second Readings (May 2 and 23) with a 
Public Hearing at the Second Reading.  The bylaw will become effective 
the weekend following the second reading.

Although many working for a less complex system and a ban within a 
less protracted timeframe were disappointed at the Council vote, this 
decision is an important victory for all of us.  Congratulations to RATE, 
especially Maureen and Helen; to Sacred Heart, especially Linda Davis; 
and to all who have marched, testified and campaigned! 

 Halifax is the first large city and provincial capital in Canada to embrace 
a complete ban on lawn care pesticides – let’s get out to those hearings 
and push for an accelerated time frame leading to a ban!
