Project Coordinator, Halifax Harbour Watershed Project, Ecology Action Centre

Duration: 24 months (with possible extension, dependent on funding)
Salary: $36,600 (potential for increase in salary dependant on funding)
Hours: 4 months full-time (40hr/wk) followed by 20 months part-time (20hr/wk)

Summary: The individual would be responsible for coordinating the Ecology 
Action Centre and Partner’s Halifax Harbour Watershed Coalition Project. The 
coordinator will work full time for 4 months during Phase I and half-time for 
the subsequent 20 months during Phase II. The position would require very 
strong coordination, organization and facilitation skills and an ability to 
work well with a wide range of people.

Qualifications:
The applicant should have the following qualifications:

Conservation
· Interest in, and commitment to conservation and sustainable community 
economic development.

Knowledge
· A bachelor’s degree (or higher) in natural or social sciences with a coastal 
or watershed focus or equivalent experienced in either area.
· A knowledge of the ecology of Halifax Harbour watershed and of past and 
present research and management initiatives.
· Familiarity with all levels of government, community groups, industry and 
conservation efforts in HRM.

Communication
· Excellent oral and written communication skills; media experience would be 
an asset.
· Excellent facilitation and networking skills.

People
· A commitment to volunteers and membership-based organizations.
· Able to work with a wide range of people from high school and university 
students to civil servants, community groups and volunteers.

Organization
· Long-term commitment to position and organization.
· Experience with grant writing and fundraising would be an asset.

Office Skills
· Strong administrative and office skills.
· Ability to work independently.

Tasks:
Coordinate a new project that is intended to increase the capacity for 
community action with in the Halifax Harbour watershed. The project is divided 
into two phases.

Phase I
1. Establish a project steering committee representing key NGOs, government, 
community and academic institutions.
2. Collect archival material to identify recommendations for improving the 
Harbour watershed that do not specifically deal with sewage treatment.
3. Identify NGOs, government, community, academic and businesses with an 
interest in issues affecting the Harbour and summarize actions currently being 
taken towards restoring environmental quality in the watershed. Promote the 
project, solicit community involvement and to disseminate information during 
and after completion.
4. Organize and facilitate workshops aimed at bringing together businesses, 
youth groups, community, academia, government and environmental groups, in 
order to prioritize action items and identify partnerships and sources of 
funding for implementation.
5. From the workshops proceedings, develop an environmental action plan for 
the Halifax watershed with a focus on an implementation strategy (community 
projects).
6. Develop criteria for selecting community projects, solicit first run of 
projects (to be carried out during Phase II) and work with partnering 
organizations to lever other funds for Phase II.
7. Research models for watershed management and recommend approaches that 
would be appropriate for Halifax Harbour Watershed Coalition.

Phase II
1. Coordinate the selection, implementation and evaluation of community 
projects and generate public awareness.
2. Continue to seek funding for long-term implementation of the management 
plan and support for the Watershed Coalition.

Supervision:
The Project Coordinator would work with the Chair of the EACs Coastal Issues 
Committee and the Project Steering Committee. The Coordinator will ultimately 
be responsible to the Coastal Issues Committee, which in turn is responsible 
to the Board of Directors of the EAC.
