DFO FLOUTED ENVIRONMENTAL RULES: REPORT

HALIFAX - The department that is supposed to safeguard Canada's marine environment is itself guilty of violating federal environmental rules, according to a new report.

The report, which was carried out by the Ottawa-based consulting firm Stratos, found that for at least seven years Fisheries and Oceans has flouted or ignored environmental regulations including those set out in the Fisheries Act.

The authors of the report said they observed practices and incidents that were out of compliance with the act. A follow-up survey found that "40 per cent of the respondents were aware of Fisheries Act violations in the department."

The types of non-compliance issues include:

failure to obtain required permits
deposition of deleterious substances
unauthorized disturbances to fish habitat


Staff were aware of the requirements of the Fisheries Act, but the report states that didn't result in a high compliance level.

"In many cases, staff reported that this was not important enough to bother with," wrote the consultants.


Fisheries and Oceans came under fire this month from fishermen and politicians in Atlantic Canada for what they call its poor stewardship of the cod fishery.
