The world of energy production is changing, due to deregualtion and the 
consequent movement toward decentralization and local energy production. 
Many options now exist (wind, solar, geothermal, microhydro, biomass, 
etc), geothermal and microhydro being manufactured in NB and solar 
thermal being manufactured in Nova Scotia. Given these options, and the 
financial risks of further investment in refurbishing Point Lepreau 
Nuclear Generating Station, west of Saint John NB, we ask that you use 
our taxpayers money wisely, by investing in local economic development 
for our benefit.**

* Financial Risks
*Whereas:

The end of the operating life of the Point Lepreau Nuclear Generation 
Station (NGS) has been determined to be the year 2007-8;

The New Brunswick Board of Commissioners of Public Utilities (PUB) 
recommended on September 24, 2002 that the refurbishment of Point 
Lepreau was not in the (New Brunswick’s) public interest in light of its 
high and unpredictable risks and costs;

NB Power’s average lifecycle cost, in 2006 dollars, for the production 
of one kilowatt hour of nuclear power generated from Lepreau is 
estimated at 10.97 cents/kwh (the most costly form of power in New 
Brunswick), compared to the residential rate charged at 7.9 cents/kwh;

industry pays between 4-5 cents/kwh.

NB Power’s average production costs are 7-8 cents/kwh.

Resolution:

Due to the economic risk of further investment in Point Lepreau,

we ask

· that the government of NB begin the process of decommissioning Point 
Lepreau;

· we support the government’s recent proposal of a new office of energy 
efficiency

· we support the idea of investments made throughout the province toward 
local renewable energy production as a complement to existing 
electricity production.
