LWF RATEPAYERS ASSOCIATION ANNUAL GENERAL MEETING

Update from the general meeting held on Sunday April 15, 2012

Paul Miller, Solicitor for the LWF Ratepayers Association and Barry Dalrymple, District 2 Councillor were in attendance at the LWF Annual General Meeting held at the Gordon R. Snow Community Centre to provide an update on the Northern Construction application to operate a quarry in Fall River.

Nova Scotia Department of the Environment has given Northern Construction a deadline of July 25, 2012 to submit an application to the Halifax Regional Municipality for rezoning of the property in the application. A rezoning application to HRM could take many months to be approved. LWF Ratepayers Association has, through our legal counsel requested that the Quarry application be denied by the Department of the Environment, if the HRM application for rezoning is not filed by July 25, 2012.

Other quarries in our community do not simply impact the residents where a quarry operates, they impact the entire community. The Board of the LWF Ratepayers Association has committed to fight this quarry application all the way. There have been residents who have asked what they can do. The most important thing right now that you can help with is visibility. If you could pick up a lawn sign or two or three (free) and put it in a location where it will be seen, this will help keep the issue in the forefront.

This is not just a Miller Lake subdivision issue. Those residents that also live in Oaken Hills, Kendalmark and Schwarzwald Subdivisions will be immediately impacted if this quarry is allowed to be built. Blasting can cause multiple problems, such as damage to wells, damage to foundations and pools, and have serious water (amount and quality) repercussions.

There no such thing as a “dustless” quarry. Dust is created by blasting, crushing of rock and the transporting of the crushed rock over our road networks. Dust from quarry operations creates increased siltation to our lakes and water courses. Rock dust is very fine and once it becomes airborne it can travel with the wind for several kilometers before settling. Depending on the wind direction dust can impact on your health and on the enjoyment of your property. People with respiratory diseases are particularly affected by dust. Our research into the wind direction and velocity shows us that dust will impact those living in Grand Lake, Wellington, Fletcher’s Lake, St. Andrew’s Village, Kinloch, Fall River Village, Windsor Junction, and Waverley not to mention those in close proximity: Miller Lake, Oaken Hills, Kendalmark and Schwarzwald.

This is a community issue. Recently a prominent Fall River resident commented, “why fight this we live in Quarryville”. I did not choose to live in Quarryville – I don’t think you did either. Already property values are being impacted with the “potential”, is this what you want? I think not. It is important to stay informed and to continue to make this a visible issue.

Miller Lake Quarry

Stop Quarry signNearly 200 residents of the Miller Lake-Fall River area attended a public meeting on Sunday Jan. 8 to find out more about an application to develop a quarry near Miller Lake.

The meeting, organized by the Lakeview, Windsor Junction, Fall River Ratepayers’ Association (LWF), heard many concerns about a quarry operation at this location. They included noise and dust pollution from rock crushing operation, noise and vibration from blasting, and increased truck traffic. They were also told that blasting could have a damaging effect on the water table, a major concern in an area where most homes are serviced by private wells.

The quarry project is proposed by Northern Construction and Supplies Ltd. of New Brunswick. The proposed area is not zoned for quarries. The meeting was told that there are many wetlands on the proposed site and it is also near the Waverley Game Sanctuary.

Although the company has purchased 800 acres of land, they have applied for only a nine-acre quarry operation. This is small enough to avoid being required to have an environmental assessment.

“We think Northern Construction is doing their best to keep this project off the radar with a small initial proposal,” said meeting chair Jeannette Smith. ”They also initiated the required public notification efforts during the holiday season and their one open house was on a Wednesday morning.”

Local HRM councilor Barry Dalrymple, area MLA Percy Paris, local MP Scott Armstrong, and Mayor Peter Kelly were among those who expressed support for community efforts to stop the quarry.

The LWF has hired lawyer Paul Miller to represent them in their submission to the provincial Department of Environment opposing the construction of the quarry in this area.

Welcome to the LWF Ratepayers' Association Website! LWF (Lakeview, Windsor Junction, Fall River) is a great community to raise a family.

A special HRM area rate is assessed to each of the homes within the LWF boundary. That fee goes toward the upkeep, maintenance, and services of the Windsor Junction Community Centre (WJCC).

Children, youth, families and adults have enjoyed the "Dub-J" for many years. An elected board of directors provide the leadership for this organization. The WJCC property, located on beautiful Third Lake, provides summer day camps, swimming, swimming lessons, sports camps, and baseball for the youth of our area.

Who is a LWF Ratepayer?
An LWF Ratepayer is an individual of legal age who lives within the boundaries of the Lakeview, Windsor Junction, Fall River catchment area who pays the area rate on their annual tax assessment. A ratepayer also includes those individuals who live within the boundaries and pay rent to live in the area.
