ANNUAL GENERAL MEETING
Update from the general meeting held on Sunday April 15, 2012
Paul Miller, Solicitor for the LWF Ratepayers Association and Barry Dalrymple, District 2 Councillor were in attendance at the LWF Annual General Meeting held at the Gordon R. Snow Community Centre to provide an update on the Northern Construction application to operate a quarry in Fall River.
Nova Scotia Department of the Environment has given Northern Construction a deadline of July 25, 2012 to submit an application to the Halifax Regional Municipality for rezoning of the property in the application. A rezoning application to HRM could take many months to be approved. LWF Ratepayers Association has, through our legal counsel requested that the Quarry application be denied by the Department of the Environment, if the HRM application for rezoning is not filed by July 25, 2012.
Other quarries in our community do not simply impact the residents where a quarry operates, they impact the entire community. The Board of the LWF Ratepayers Association has committed to fight this quarry application all the way. There have been residents who have asked what they can do. The most important thing right now that you can help with is visibility. If you could pick up a lawn sign or two or three (free) and put it in a location where it will be seen, this will help keep the issue in the forefront.
This is not just a Miller Lake subdivision issue. Those residents that also live in Oaken Hills, Kendalmark and Schwarzwald Subdivisions will be immediately impacted if this quarry is allowed to be built. Blasting can cause multiple problems, such as damage to wells, damage to foundations and pools, and have serious water (amount and quality) repercussions.
There no such thing as a “dustless” quarry. Dust is created by blasting, crushing of rock and the transporting of the crushed rock over our road networks. Dust from quarry operations creates increased siltation to our lakes and water courses. Rock dust is very fine and once it becomes airborne it can travel with the wind for several kilometers before settling. Depending on the wind direction dust can impact on your health and on the enjoyment of your property. People with respiratory diseases are particularly affected by dust. Our research into the wind direction and velocity shows us that dust will impact those living in Grand Lake, Wellington, Fletcher’s Lake, St. Andrew’s Village, Kinloch, Fall River Village, Windsor Junction, and Waverley not to mention those in close proximity: Miller Lake, Oaken Hills, Kendalmark and Schwarzwald.
This is a community issue. Recently a prominent Fall River resident commented, “why fight this we live in Quarryville”. I did not choose to live in Quarryville – I don’t think you did either. Already property values are being impacted with the “potential”, is this what you want? I think not. It is important to stay informed and to continue to make this a visible issue.
