Seems they are a secretive species, hard to find and see even on  
known and confirmed territory.
A recent documentary on one of the PBS stations looked into wolverines.
According to this show a number of sightings in former wolverine  
habitat that had been reclaimed by the animals were by chance.
They had been captured by automated trail cameras set up by hunters  
and other folks, and the "proof" provided by these cameras convinced  
local authorities.

Maybe a similar situation as with cougars, that has been seen -or  
not- by a number of people here in the province.

One can only proof their existence, not their nonexistence .....
