Virginia and all -- I have to be extremely skeptical about the  
reported black cougar -- the last I heard on this, there had only  
been one report ever, worldwide re zoos and other forms of captivity,  
plus wild cougars in both North and South Americas and in between, of  
a black cougar, and it was not anywhere in North America, but was in  
Brazil.  As I understand it, there is a history of reports in N.B.,  
especially sw. N.B.?, of dark or black cougars having been seen, but  
of course there has been no documentation whatever.  The official  
stance now from governments, again as I have heard it, is that there  
are occasional cougars around in the provinces of eastern Canada, but  
most or all are escapees or releasees from some form of captivity.   
It seems unbelievable that our governments, both federal and  
provincial, have no handle on where captive big cats are in Canada  
and how many.
