Indeed a good question, in particular since most human applications involve fabric 
treatment, not the application on bare skin (that's DEET territory).

However, permethrin spray is is available in Canada for years.  Not in your local outdoors 
store, but in most tack shops for use on horses and other lifestock.

A google search will allow to compare ingredients and their concentrations in products 
intended for spraying clothes and those for spraying fur coats .......  I wouldn't expect to find 
much differences ........
