I was just watching a lone RBGU foraging in the mudflats here at the
end of Corkums I, Lun Co. I don't know about the rest of NS, but I see
these all the time around coastal Lun Co alone or in small groups
(<10). The population has seemed stable in this area for at least the
past 5 years. But I do not remember ever seeing them regularly
10-15yrs ago. James Hirtle's posted eBird reports seem to reflect a
similar small-but-present local population.

I understand RBGUs are the "city" gull in many places (ie central
Canada) and present in huge numbers in parking lots, dumpsters etc.

Should we be expecting their numbers to greatly increase around here
as Canada Geese have? Or is competition with Herring Gulls likely to
keep them uncommon?
