John Muir observed something to the effect that "If you tug on any =
one thing in nature you will find that it is attached to everything in =
the universe." Consequently changes that are implemented for apparently =
sound reasons can have unforseen and adverse consequences.
Some 70 years ago only dangerous dogs were chained, most stayed home =
and a few ran wild in packs. At times a small proportion of these took =
to killing deer and were shot. Seeing a Raccoon track on our farm was a =
big deal and corn was never bothered by Raccoons. Painted turtles were =
very abundant in ponds and backwaters of the Cornwallis meadow. Most =
country people had chickens and a hog or two and any food waste =
unsuitable for cats and dogs went to the hog or chickens. So Raccoons =
had lean times; a gamut of dogs to run just to approach settled areas =
and slim pickings once they arrived. And thanks to industrious little =
red hens the nearby unsprayed Golden Russet and Crab apple trees were =
almost entirely free of Scab and insect pests
With time, progress and increased efficiency the tables were turned. =
Dogs had to be chained, cats and dogs ate pet food, hogs and dooryard =
chickens became sparse and then absent, food waste accumulated and was =
hauled at intervals to a nearby unfenced dump. As access to food waste =
increased and dog hazards decreased Raccoons took off and growing corn =
in small gardens became a Raccoon feeding enterprise; Aldo Leopold's =
'freedom from want and fear'.=20
Over the period late 50s to late 90s I visited Moosehorn Lake at =
intervals of one to three years (roughly) and the gradual decline in =
Painted Turtle activity at last cllcked as a Raccoon effect; too late to =
take notes. The general trend was many nests> fewer nests and some dug =
up for eggs> most nests dug up for eggs and then nothing.
Whether or not cats are a significant problem for birds, which I =
doubt, Raccoons must now be a much greater problem for birds by way of =
eggs and young birds; they are large, mobile, numerous and move up and =
down trees with ease.

My name is Darrell Owen Abolit, use it. I do hunt and kill and even =
trap animals. (The Horror) I caught a beaver today and proud of it, my =
father helped skin it. A family tradition! I have caught and killed many =
dogs that are let loose to roam to injure/kill at will and well as cats =
and do not feel one bit sorry for them or their owners. I have gave dead =
dogs back to their owners with the education that they are the ones that =
killed them, not me. I know the problem all too well (thank you very =
much) and also know the solution.
I repeat... it should be law that all pets should be contained, this =
would save half the problem. When HRM wanted to contain cats it was =
ridiculed into giving up the process.
Of course humans are the cause of pets at large but we are also the =
solution, as cruel as some over sensitive people think it is. All pets =
at large must be caught and killed and the owners charged for this =
service, period. If Ian or Hans thinks otherwise they can pay to feed =
and shelter thousands of cats and dogs. I do not want my tax dollars =
doing their will.
Get over yourselves.

indoor cat can live a long and happy life for up to 20 years. Clearly if =
education of cat owners can show success then house cats will cease to =
be a major problem. Feral cats will die off naturally in time if their =
numbers are not replenished and they are captured and neutered. The =
problem is replenishment of the feral cat population by irresponsible =
people aka monsters. These are students who have cats as pets during a =
semester because they are so cute but when they leave for home during =
the break or at the conclusion of their studies the cat is redundant so =
it gets dumped in a field or left to die slowly in an abandoned =
apartment. The home owner discovers to her horror that cats scratch =
furniture so out it goes into a local wood to fend for itself. The =
couple that wants to go on a holiday in their motorhome can't find a =
home for their cats so out go the cats to try and survive as feral cats. =
This new supply of abandoned cats comes from numerous sources and =
continues to replenish the population of feral cats. It is probable that =
more birds are killed naturally by avian predators such as raptors and =
corvids, snakes, lizards and squirrels, especially during nesting time =
when entire broods are wiped out. The mass die offs of birds during =
migration should also be quantified and compared to human-related =
mortality of birds to put things into a balanced perspective. =
Unfortunately, a balanced perspective will compromise the agenda. Humans =
are the problem and have always been the problem, not cats.
I have an empathy and respect for all living things including cats. =
Indeed I have three cats, all rescued as kittens(see monsters above). =
They don't go out and never want to go out. It's a myth that cats need =
to roam.=20
Please provide humane solutions to the cat problem not suggesting a =
genocide of cats like during the Black Death even though the cats were =
innocent of spreading the plague.
