Just a personal observation: I was on Victoria Island (Cambridge Bay) for
three full days this summer. We drove out  as far as possible each day, up
to about 20 km I believe. On the 3 days we saw 13, 6 and 5 different Snowy
Owls going one way. Our leader, Richard Knapton, told us, to the best of my
memory, that this was the greatest number of these he had ever seen on
these nearly annual trips. Also, lemmings were very common as we saw a
number of them with no effort to do so. So I conclude, at least in that
very limited area, Snowy Owls were very common in 2013, as were lemmings.
The article(s) indicate this may have been the second year for both. It's
quite likely the lemmings have crashed, or are crashing. Perhaps the
irruption is entirely "normal".
