I'm unfamiliar with the area, though I've seen wire mesh nesting structures for ducks. I saw a lot of those in Alberta. Was it standing on end? If so that'd be my guess. 

If there are funnels running into the centre it's a trap for sure. From your description It sounds too large for a minnow trap. I'd google eel trap and see if it checks out. I've heard that eel traps are also similar to a "submarine" trap, used for muskrats. If it's in a marsh that's a more obvious choice than the eel trap.
