Wiki also mentions a "hedge" Marg.  in my limited experience, herons tend to 
be fairly solitary, so maybe don't want to be labelled! :-)  I've seen many 
as you describe in PEI but they didn't appear to act as a "flock.  The 
exception would be when they roost for the night.
