I was introduced to the notion of using the 'precautionary approach' to
reporting rarities by John Kearney.

If you don't get a good enough look to be certain, it's probably the more
common of the two/three species you think it may have been. Report as such
until confirmation of the rarer possibility can be acquired.

I've followed this approach since.
