The analogy between too many elected governments and a =

We owe a lot of our good fortune (including a good chunk of our =

Hi John & All,

With respect to rate of recent cutting there is a need for credible =
ground truth. Some forest advocates say cutting is grossly excessive =
while NR and the industry say all is fine. For those who have no way to =
see for themselves this generates a barrier to action.

But when stands of large hardwood are chipped for export or trucked =
to feed a remote bio furnace while established value-added operations =
have to close because their essential raw material, hardwood timber, is =
unavailable then it is clear that something is seriously wrong. And it =
is also clear that adjustments are needed.

How could such things happen ? The basic forces are as old as =
humanity; nomads don't conserve soil or nurture anything. They extract, =
damage, destroy and, when necessary, move on. Under our first past the =
post system our elected leaders look to a short future (the next =
election), and do whatever is necessary to win the next election. They =
in effect have the mentality of nomads. The first step to sound forest =
policy on crown and private land is sound government which looks and =
plans far into the future. Numerous flavors of Proportional =
Representation enable this.

Compare Denmark and Nova Scotia. Their sole natural resource =
is being located on the coast. NS is also on the coast and has much more =
natural resources. But look at the difference. Denmark, among other =
things, is a major trading nation and an important designer and builder =
of ships. They are one of the three most happy nations on earth =
(Nat.Geo. 232(5):30-59, 2017).

Canada never has had PR in any jurisdiction, so far as I know. But =
Prime Minister Mackenzie King acted in that context; he stressed the =
need for consultation on all major decisions which is the essence of PR. =
He e.g. managed to build a navy in far less time than than it currently =
takes Ottawa to build a row boat.

Pretty impressive, as is the economic coda. Value-added seems to be =
under attack in the Nova Scotia forest industry, as well, given the =
closure of some small operations in recent years. =E2=80=9CWhat can be =
done about it?=E2=80=9D is a question that needs to be addressed.

=20

One bit of optimism: In my wee corner of the universe (south of =
Yarmouth), I=E2=80=99d say forest cover has increased overall since the =
=E2=80=9850=E2=80=99s, mainly from the regrowth of oldfields and old =
cuts. However, can=E2=80=99t say that for the whole county, =
particularly in recent years, as forests get mowed and exported to parts =
unknown. All I can be sure of is that damned few folks down here are =
benefiting from the =E2=80=9Charvest.=E2=80=9D

=20

I think we also have wonder why this government is so reluctant to err =
on the side of sustainable forestry. I speculate that the horrible =
state of our provincial finances have the government scared, and this =
may be a politically inexpensive (relatively speaking) way of addressing =
that. So, =E2=80=A6 as part of addressing the current mining of the =
forests, could raising ideas with politicians about other ways of =
addressing our fiscal situation help mitigate the assault?

=20

Everything is connected=E2=80=A6
