Either every farmer cutting hay and every tree harvester mowing forests =
and every developer building roads is doing exhaustive nest searches =
before beginning his/her work and generously avoiding those nests, or =
there is a massive loophole that circumvents the MBA regulations. If the =
latter, the relevant exception must be in writing somewhere - can =
someone point me too it?
