Thanks David,
I checked the syslog.conf file and found and entry:
*.emerg *
With a comment that Everybody gets emergency messages. I have changed this
to root,priebe,dan and am hoping that these messages will now only go to
those usernames if they are logged in.
Now, is this a sign of a bigger problem?? I notice the syslogd message

correspond 1 to 1 with one of our users accessing a site mudpuppy.ebay.com
which is accessed through www.ebay.com. Apparently this is a trading site for
collectables (hockey cards etc.)
The url that shows up in the messages file is about 10 lines long
(960+characters in length). Is a url that long legal?? does syslogd or
something else on my system need to updated to support this??

I suspect two problems: first, tq is warning about a legitimate problem:
for one of your device classes (dialup or network typically) the
calculated proportion in use is negative -- this suggests that
csuite/tq/classtable is not accurate in terms of the number of devices in
a given class that are available.
The second problem would be a misconfiguration of /etc/syslogd.conf --
those messages should only be broadcast to a few administrators, not
everyone.
