Here's one: 1. End UNSCOM inspections officially and use aerial/satellite observations, the results of which shall be periodically communicated to the Security Council. 2. End the sanctions, other than those involving weaponry, conditional upon the following. 3. Continue the IAEA Nuclear Monitoring Group's actions as described in the letter from Mohamed el-Baradei (its Director-General) to Kofi Annan on Dec. 14. 4. Set up a UN Human Rights Inspection Group to determine and report upon past and present abuses involving minority ethnic and religious groups in Iraq. 5. Establish by Security Council or General Assembly resolution that no future military action shall occur without Security Council authorization.
