LIBERALS BY-PASS  PARLIAMENT, WORKERS WITH SON OF TAGS

OTTAWA -- The federal Liberals have begun circulating the successor program
to TAGS (The Atlantic Groundfish Strategy), NDP fisheries critic Peter
Stoffer said Thursday.

Mr. Stoffer said the Newfoundland Provincial Liberal government received
information on the size and terms of the program yesterday, despite
assurances from the human resources minister that MPs would be briefed
first.

"This is an affront to MPs and to the people of Newfoundland and Labrador,"
Mr. Stoffer said.  "This Liberal's callous treatment of the people of Atlantic
Canada will not soon be forgotten."

According to reports, the new program is insufficient to address the scale
of human distress created by the collapse of the cod fishery.  As well,
there appears to be no provision for licence buyback, transitional income
support or early retirement packages.

"Instead of a community-based and administered program designed to help the
fishers and plant workers of Atlantic Canada, we have a one-off cash payment
concocted by the Minister of Finance and his officials so as to wipe their
hands of this file," he said. "I say shame on this Liberal government!"
