Actually the moderator is looking out for the interests of the list.
re-publishing copyright material without permission is illegal, and
circulating via a public forum such as this list would count.  (Not a
legal opinion, but have you read the fine print on ful copyright
statements? - it's pretty clear.)

I agree, it would be nice to read the full article.  there seems to be two
solutions.

1.  the contributor could obtain and attach permission.

2.  the contributor could keep the copyright in mind, snip enough pieces
to give a good sense of the article (allowed under fair review) then
include a reference so those that want to go further can find the full
article. 


I know Paul doesn't want to spend his time cutting articles or
inconveniencing contributors or readers, but when you 'own' the list, you
accept certain responsibilities.
