MUNICIPAL CANDIDATE ANSWERS TO SURVEY QUESTION ON THE PESTICIDE BYLAW:
"Do you support the Pesticide Bylaw, and would you support in the future, a
requirement for buildings to post notices when they use pesticides?"


MAYORAL CANDIDATES ANSWERS:

MAYOR WALTER FITZGERALD: DID NOT RESPOND [DNR]. VOTED FOR THE BYLAW.

Councillor PETER KELLY:  VOTED FOR THE BYLAW.   " Yes - The majority of
public does (recent surveys) and bylaw requiring posting of signage when
pesticides are used."

KEN OZMON: "As neighbors we have a responsibility to look out for each
other and to take steps to protect each other from harm. Somewhere along the
way this mutual obligation has gotten lost in the shuffle. This by-law
hopefully represents a balanced reminder about that responsibility.

	HENRY [HANK] WHITE: "It is my opinion that we should regulate the amount
and types of pesticides that are sprayed plus a notice should be posted a
week prior to the spray. It should have the date of the spray and what type
of spray WHIMIS}. Companies in the business should use natural agents for
pest and weed control whenever possible.

	BRIAN WARSHICH: no response

	CRAIG ZELLER: "My neighbors can tell you that I have no business pretending
to be an authority on lawn care. Obviously, the less pesticides and
herbicides the better. It is good that we are moving that way and that it is
being phased in. My hunch is that the implementation will change over time
as we learn more about alternatives and implications. Truly, I am not an
expert on this and would take
direction from the constituents. By all means signs should be posted.

	(NOTE:  we'll miss Councillor Jack Greenough's good support.)

	BERNARD ANDERSON: " The position I will be taking, if elected, will be that
which represents the majority of citizens in District 10"

	DON CHARD: " Yes, I support the pesticide by-law. Yes, building owners
should be required to post notices when they use pesticides.

	COUNCILLOR AND DEPUTY MAYOR JOHN CUNNINGHAM: SUPPORTED BYLAW IN COUNCIL AND
VOTED FOR IT.  'Yes, HRM has taken the lead in this important legislation.
Others will follow.

	CAROLYN ANN VAUGHEN: Absolutely. I support phasing out the use of
pesticides. I also support educational efforts toward more healthy lawn and
garden care.

	DANIEL RAUKEMA: "A pesticide bylaw is important to safeguarding all
residents in the district. All buildings should post notices when using
pesticides. Such simple solutions reduce health-related illnesses and
financial liability to all residents, the HRM and provincial and federal
levels of government.

	DAWN SLOAN: Yes, Many of the residents that I have spoken to believe that
it is a good By-law and I agree with them.

	DIANNA WHALEN: "I support controls on pesticides but I am not sure that a
blanket ban on federally licensed and regulated products is enforceable.
Yes, I definitely support the idea that pesticide users should be required
to post notices when they use these products on their properties [ED. NOTE:
NOT A GOOD CHOICE]


DISTRICT 17
	COUNCILLOR GRAHAM READ: **** VERY STRONG SUPPORTER;
           VOTED FOR THE BYLAW   [OUR PICK; BEST IN DISTRICT!] ****

	LINDA MOSHER [NOTE: Father owns Terra Nova Landscaping;  she campaigned
door to door with a "WEED MAN" representative. SHE SPOKE STRONGLY AGAINST
BYLAW AT PUBLIC HEARINGS AND APPEARED NOT TO UNDERSTAND THE JURISDICTION FOR
THE BYLAW (ED. NOTE: THE JURISDICTION DOES NOT AFFECT RODENT CONTROL, AND
WILL NOT RESULT IN BLACK PLAGUE OR OUTBREAKS OF HANTA VIRUS, AS CLAIMED. If
elected, would she attempt to weaken or shelve the bylaw?)
Her Reply to questionnaire: "As a councilor, I consider it my responsibility
to respect and obey all municipal bylaws currently in place, including the
pesticide bylaw. I support posting notices after pesticide spraying at all
locations, including buildings. It is my understanding this is already in
practice. {ED. NOTE:  IT IS NOT}.

	JON COATES: "Yes, if restrictions on pesticides are legally enforceable, a
proposition which is not altogether clear. I do favor posting public notices
when pesticides are being used, regardless of who is doing the spraying.


DISTRICT 18

      C.STEPHEN ADAMS: unfortunately acclaimed. "No I don not support the
Pesticide Bylaw."  VOTED AGAINST THE BYLAW.


DISTRICT 19
	DAVID BOYD: "I feel the pesticides bylaw is too restrictive in the area
where it leads to an all out ban on pesticides. I agree with posting notices
when they are used for all buildings and properties. We need to look at what
pesticides are effecting sensitive people and restrict their usage at times
of day when they will effect sensitive people." [VERY POOR UNDERSTANDING OF
THE PROBLEM!!!]

	BRAD JOHNS: DNR

	COUNCILLOR DAVID MERRIGAN: DNR; SUPPORTED THE PESTICIDE
                                 BYLAW ON COUNCIL AND VOTED FOR IT.

DISTRICT 20
      ACCLAIMED: COUNCILLOR ROBERT HARVEY  YES!  SUPPORTED AND
                                 VOTED FOR THE BYLAW.

DISTRICT 21
	DIAMMA FISKE:  DNR

	LEN GOUCHER; "Not as it presently stands. I would, however support a
controlled program run by trained personnel and licensed/registered with
HRM. I would also definitely support a central registry for those who suffer
adversely from their use" [ED. NOTE: WHY? THIS DOES NOT SOLVE ANY PROBLEMS].

	MARVIN SILVER: "I support the bylaw partially. I believe that public
attitudes are more effective than legislation in controlling this activity."


DISTRICT 22
	SHAWN LAHEY: "Yes"

	C. REG RANKIN: DNR;   STRONGLY OPPOSED BYLAW ON COUNCIL
                            AND VOTED AGAINST IT.

	ROBERT RUSSEL: "No I don not support the pesticide by-law for it is too
hard to enforce with bylaws in place it takes the spraying out of the hands
of the professionals and into the hands of amateurs... I think more than
anything we need co-operation from all parties if people are going to use
pesticides for we cannot be insensitive to people who have allergies or
environmental illness and as required now they should be posting notices"

[ED.NOTE: This would continue to result in people having to leave their
homes for 30 to 85 days a year, and children and the entire community
continuing to receive no protection from involuntary pesticide exposures
from cosmetic, non-essential pesticide applications (a situation the medical
community and our federal MP's have strongly recommended be corrected).
