GREEN PARTY FISHERY POLICY ENDORSED BY FEDERAL FISHERY COMMITTEE

Canada Must Continue to Work to Save our Oceans


"The Green Party of Canada welcomes the Liberal governmentıs Federal Fishery
Committeeıs 19 recommendations," said Federal Green Party Leader Jim Harris,
"but more urgent action is required."

"The Federal Fishery Committee has finally called for a Capelin Fishery
Moratorium,² said Harris. "We welcome this; in fact, it is long overdue."

A capelin moratorium has been Newfoundland and Labrador Green Party policy
since 1996 when Newfoundlandıs David Pinsent first submitted it, and it has
been Green Party of Canada Federal policy since 2000. The Liberal
governmentıs Federal Fishery Committee has quoted the Green Party of Canada
practically verbatim on this very important and pressing issue.

The Green Party believes that the Canadian government has not dealt with the
problems that Atlantic Canada must face. In response to this concern, the
Terra Nova Greens ­ Newfoundlandıs Green Party Association - and the Green
Party of Canada created the Green Party's Atlantic Fishery Policy Review. A
keystone of this is a capelin moratorium.

Included in this Atlantic Fishery Policy review is the fact that draggers
must be banned. The Green Party of Canada recognizes the unsustainability of
industrial draggers that rape the oceans. In addition, more maritime habitat
reserves are needed. Canada has only one at this time. We believe that we
must act quickly to save the fragile North Atlantic bio-mass.

The Green Party strongly promotes the establishment of marine-protected
areas in Canada. In the coastal environment, public access would not be
denied; instead, strict limits on fishing and development would be imposed.
Marine parks and reserves would protect the nursery grounds for many marine
fish species, including cod and the barndoor skate.

The Grand Banks, The Hamilton Bank, and other fishing areas are highly
productive areas which play an important role in any marine ecosystem.
Establishing several marine protected areas would help maintain biodiversity
while guarding important fish habitat.

"Of course the Green Party supports the Inshore Fishery as a viable,
sustainable livelihood for residents of this region", Harris added.

The Green Party believes that commercial fishing quotas should be
transferred from corporations to individuals living in fishing communities.
Using small boat technology, more of these folks can become active while
applying less fishing pressure on commercial species. Reducing the number of
draggers scouring the ocean floor will help to protect this crucial habitat
as well as to significantly decrease the amount of by-catch and undersized
species caught in commercial fishery.
"The Green Party recognizes the need to build an ecologically sound policy
on the Atlantic Fisheries in Newfoundland and Labrador, and is determined to
create a sustainable fishing industry in Atlantic Canada," stated Green
Party Communications Chair Gretchen Schwarz.
"We welcome the report but call for more action," said Green Party Federal
Representative for Newfoundland, Eugene Leger.
"The Governmentıs Federal Fisheries Committee report also calls for a
dramatic increase in the seal fishery. In contrast, the Green Party demands
that a limited seal harvest should be implemented ­ and only when markets
are available for the whole animal. A seal harvest should not be
rationalized as an attempt to enhance cod or other fisheries," explained
Leger.

The Green Party of Canada, with members in every region of the country, is
part of a global Green movement motivated by the desire to find solutions
to global and regional problems. The Green Party of Canada ran candidates
in 111 ridings in the 2000 Federal Election. Green Party members have been
elected in Europe, the United States, Canada, South America, Australia,
and New Zealand.
