Here=E2=80=99s what I sent to concerned ministers on behalf of TREPA, thank=
s to earlier prodding on this site:
We are concerned that burning of forest biomass to generate electricity may=
be exceeding sustainable limits in Nova Scotia. The practice is acceptabl=
e provided that it does not deplete natural resources, including soil nutri=
ents, and provided that local industries are not displaced.
Practically speaking, we would encourage the development of small-scale pro=
jects which use forestry wastes generated on mill sites, and caution agains=
t the establishment of any more large-scale biomass-burning plants in the p=
rovince until the various environmental and socio-economic concerns with th=
em get addressed. We strongly encourage the government to give serious co=
nsideration to relevant reports on sustainable forestry practices, includin=
g Jamie Simpson's recent report:
Simpson, J. 2015. Forest Biomass Energy Policy in the Maritime Provinces: A=
ccounting for Science. East Coast Environmental Law. 42 pp.
If further research is needed to determine whether or not various forestry =
practices are sustainable, such research should be supported. Finally, if =
some forestry practices are found to exceed sustainable limits, they need t=
o be phased down, if not out.
We commend the government for restrictions currently imposed on whole-tree =
harvesting on crown lands, and realize that regulating harvesting on privat=
e lands is more of a challenge. Please keep moving the regulatory climate =
in the direction of increased sustainability. There may be prices to pay, =
but they will be less than the ultimate cost of continuing to mine what sho=
uld be renewable resources, wherever such mining occurs.
Finally, we wish to remind that energy generated unsustainably is not renew=
able, regardless of the source. So if the current level of biomass-burning=
is not sustainable, it needs to be dialed back to sustainable levels.
