to develop a broad overview of 'what we want', what would need to change to get there, and recommend possible options that might be pursued to cause those changes.
In formal language, that broad overview of 'what we want' is called a Vision Statement. An academic would call it "the preferred future state".
"What would need to change" are called Outcomes that if achieved would contribute to attaining that "preferred future state"
Actions taken should result in that change- the Outcomes.
We chose to adopt this second approach, as it gives us the ability to back-reference recommended Options for Action to ensure that they will contribute to the changes identified in the Outcomes and ultimately the attainment of the Vision
