- any issues which would normally be the responsibility of NS Environment that deal with coastal / saltwater matters are passed on to NS Natural Resources

that empowers the two departments to do this

- he does not know under authority of which Statute or Regulation
- he assumes that NS Natural Resources would handle Statutory and Regulatory issues using the same protocols etc that NS Environment would
- any details of complaint: from whom, date registered, who did what with it etc will not be released except through
NS Freedom of Information and Protection of Privacy Act

- to the best of his knowledge no application was filed, no permit issued to infill the wetland
- doesn't think wetland was surveyed for extent / area- don't have enough staff
- infilling was not supervised
Several written complaints were made, including one to the Minister of NS Environment by the Petite River Watershed Advisory Commission on April 23, 1987.
On May 21, 1987, a response from the Department indicated that no permit had been issued.
This information is contained in the 1987 Annual Report of the Commission
Another complaint, however, did receive a response, dated October 16, 1996, from then-Minister of Natural Resources Ms Eleanor Norrie in which she writes:
"I will ensure that the owner of the adjoining upland is advised that the Crown still holds title to the subject infilled area"
